The academic autonomy of universities is currently a well-formed modern image of the synergy of teachers, researchers and businessmen. Within the framework of such independence, federal universities, being scientific and educational centers that provide training for engineering personnel with regard to innovative and technical development of the region and preserving the values of the classical approach of the past, have obtained the right to work out and implement their own educational standards. The article considers the educational program of the Master’s level “Biotechnical Systems and Technologies”, based on an independently established educational standard of the Ural Federal University named after the first President of Russia B.N. Yeltsin. A structural-functional model of the educational module “Radiation Technologies in Medicine” is presented, the design of learning outcomes in which is structured in accordance with Bloom’s taxonomy. A description of the approach to the step-by-step development of competencies from discipline to module is given, which allows not only to improve the quality of training of graduates in this area, but also to meet the demands of developing regional labor markets for qualified specialists in popular professions.
