Today the chosen by Russian government way to development of digital economy and the applied corresponding program are tools of our country’s economy development for medium-term and long-term perspectives. The program of transition to a digital economy is some kind of mobilization plan for total transformation of all spheres of economy and social life with an application of breakthrough IT and Smart technologies. Hence, the main objective of the paper is a substantiation of «Smart City» concept development in the conditions of stable developing economy. The study object is managerial relations which appear in innovative Smart projects’ realization process. The paper uses common scientific methods of cognition, offers a model representation of «Smart City» concept realization in the conditions of digital economy’s development, exposes factor of efficient management of innovative Smart projects and develops a matrix of efficient management of city space. The outcomes of the paper are useful for state authorities and private business dealing with efficiency’s raise of innovative projects’ management. There is a conclusion that in Russia in the conditions of new technologies development there is no united approach to the process of efficient management of regional innovative projects.
