The paper discusses the development of physical education and its promotion among people, invoving them in helthy lifestyle. Reduction of quantity of those who do sport regularly leads to health deterioration, that is why it is important to solve this problem on the government level. The result of the search for solution is the state program and the development of the strategy of physical education. The search for the mechanisms of sport promotion made us look back in the past and restore the GTO Complex. All-Russia sport complex “Ready for Labour and Defense” (known as GTO), which was introduced in 2014, is the project for all social and age groups of the country. Some regions of the country, including Sverdlovsk Region, became pilot platforms for the development of the concept and mechanism of the Complex implementation. On the first stage the Complex was introduced in educational establishments. The experience in educational sphere (cooperation between managers and executors, promotion of the Complex, introduction of qualification standards, etc.) influences introduction of the Complex in the other spheres. This paper describes the approach to GTO Complex implementation in Sverdlovsk Region; it analyzes the development of physical education, its promotion among different social and age groups.
