The article discusses current approaches to teaching social sciences and humanities. The course «Fundamentals of Russian Statehood» is taught in universities as a response to the request to strengthen the social and humanitarian training of students and revitalize the value component of education. The appearance of this training course in the curriculum of higher educational institutions of the country expands the requirements both for methods and techniques of learning and teaching, and for methods of creating a special reflexive communicative environment in which the value and ideological attitudes of the subjects of the educational process are realized. Problem-oriented dialogue is the basis of a reflective educational environment, the basic tool for its creation, development, and functioning. The internalization of knowledge and its transformation into values requires reflexive skills. In information retrieval and research dialogues of a cooperative partnership type, a rhetoric of trust and agreement develops. The presence in such dialogues of problematic components, cognitive and reflexive difficulties, contributes to the development of reflexive skills, on the basis of which the internalization of values and the formation of a civil ideological position occurs.
