N2 - Ensuring the operation of distribution network protections has a number of problems that are not typical for a backbone network. The first problem is the large number of protected lines, which limits the use of complex and expensive protection in the distribution network. Most of the lines are protected by relative selectivity protections for one-way sensing, consistent with each other through time delays. The second problem is low sensitivity to remote short circuits. Distribution network lines are often connected to relatively weak sources, so their backup protection stages do not sense short circuits on the lines of the second belt very well. The third problem is the grounding features of the 110 kV network, which allow operating personnel to quickly disconnect from the ground part of the neutrals of step-down transformers at substations that are not power nodes (which do not have autotransformers for communication with the system-forming network).
