N1 - The Ministry of Science and Higher Education provided substantial support to the process of digitalization of the educational process within the framework of the national program “Digital Economy in the Russian Federation”, defining a list of universities for the development of a digital university model. The goal of the Digital Economy in the Russian Federation program is to train competent personnel for the digital economy, capable of quickly mastering the language of technology. Education is the sphere in which digitalization is happening right now. It is in educational institutions that most young specialists acquire their competencies. Understanding of this has directed the vector of attention of the state to the features of digitalization of universities. The competition of the Ministry of Education and Science was aimed at identifying the universities that are more advanced towards digitalization, that have accumulated methodological approaches to the implementation of digital practices, that have the necessary infrastructure and digital technologies to organize all aspects of university activities in a digital environment. During the competition, five universities were selected out of 43 that participated in the competition, on the basis of which a network of centers was created for the development of the “Digital University” model (DU model): HSE University, Ural Federal University, ITMO University, Tomsk State University and I.M.Sechenov First Moscow State Medical University. Three universities-developers of the “Digital University” model: HSE University, Ural Federal University and Tomsk State University were also selected by the Ministry of Higher Education and Science of the Russian Federation to disseminate the best international practices for training advanced digital economy personnel in the field of mathematics, computer science and technology through the creation of five international scientific methodological centers (Center P and PP). To analyze the components of a digital university, the authors analyzed the official websites of five universities selected for participation in the program “Digital Economy in the Russian Federation”, in order to identify common approaches to the concept of “Digital University”.

N2 - Traditionally, specialists with multilingual competences have been more highly valued in the labor market in any field of activity. However, the term “multilingualism” is losing original meaning, which implies mastery of several foreign languages in modern universal digital transformation’s world. Today, multilingual competences imply not only a high level of foreign language proficiency, but also the ability to quickly perceive digital languages, i.e. to intuitively use various digital services, software packages and applications, understanding the principles of algorithm and computer program development. The global digitalization of the economy, accelerated by pandemic restrictions, has accelerated the digitalization of higher education institutions. Digitalization has forced students, faculty, and university administrators to rapidly adopt new digital services. The article examines the features of the digital transformation of universities that won the competition of the Ministry of Science and Higher Education held within the framework of the national program “Digital Economy in the Russian Federation” to develop a digital university model. The analysis revealed general trends in the digital transformation of universities, showing that the development of a digital university model is a complex task aimed at re-engineering business processes with the capabilities of modern IT technologies by introducing digital services in all areas of university activities: administrative, educational, scientific and innovative. The authors conclude that it is necessary to intensify the replication of the developed model of the digital university and the possibility of disseminating the best practices of digitalization of business processes by universities around the world.
