A new phenomenon called “zones of inaccessibility” (NGZ), a place of concentration of migrants and unprecedented resistance to assimilation and socio-cultural integration, is analyzed. The consequences of the inadequate social policy of the authorities is the growth of xenophobia, racism, nationalism, which threatens the fundamental institutions of European society: democracy, human rights, the rule of law. The study is relevant for Russia, where similar processes occur.
