One of the strategically important tasks for any city in Russia is to create and maintain comfortable urban environment, which contributes to formation of high quality of life for its inhabitants. Understanding of urban environment as a set of conditions created by man and nature within the boundaries of settlement, affecting the level and quality of human life has led to this study. In order to improve the level of comfort of the city and, as a consequence, the Urban Environment Quality Index (UEQI), it is necessary to identify existing problems and then develop measures to achieve the planned indicators. Small towns have a great potential for development and even a single development project of the city area can have a significant impact on the infrastructure of the city and improve the comfort of living. The article considers the impact of the implementation of point projects of urban infrastructure development on the change in the value of the UEQI. The authors calculate the changes in the indicators of the UEQI in the implementation of the project to improve the embankment in the historic centre of Nevyansk, the Sverdlovsk Region. It is concluded that it is necessary to replicate the best practices to improve the quality of urban environment throughout the territory of Russia.
