The article analyzes the history of Yekaterinburg's paradiplomacy after 1990. The relevance of the study is explained by the increased role of subnational actors, in particular cities, in world politics. The purpose of this article is to consider a particular case of the city's participation in world politics at the present stage. The city of Yekaterinburg was chosen as the object of the study, which in the post-Soviet era faced many problems caused by the need to transform from the position of a previously closed Soviet city, the collapse of the Soviet Union and changes in the system of international relations. In the absence of full-scale assistance from the federal government and subject to a shortage of resources, the city administration actively used cooperation in the international space. Paradiplomacy refers to the participation of subnational actors in international relations. Within the framework of the study, the criteria were determined by which the paradiplomacy of the city was analyzed, the periodization of stages was carried out with the justification of time boundaries. There are three stages that describe in detail the processes of formation and evolution of the Yekaterinburg paradiplomacy. The first stage is characterized by the formation of the post-Soviet system of municipal government, within which the city administration sought to increase international relations, attract attention to the city from representatives of state and commercial structures. At the second stage, the authorities of international activities for municipalities are being concretized, while Yekaterinburg is striving to form a brand of the Eurasian capital and an international negotiating platform. This is confirmed by the growing number of visits of foreign heads of state and government, the holding of multilateral international negotiations (SCO, BRIC, EU). The third stage is marked by an increased level of dependence of Yekaterinburg's paradiplomacy on the national and international context. On the one hand, there was a strengthening of the vertical of power and the integration of the previously independent system of municipal power into the state system through the institutions of regional power, in particular the Sverdlovsk region. On the other hand, the events in the east of Ukraine, the imposition of sanctions and the impact of the pandemic have affected the possibilities of conducting international activities. The authors conclude that Yekaterinburg's paradiplomacy has gone through an evolutionary path since the 1990s, the development of which was influenced by events at the national and international level.
