The review is a brief analysis of the main theses reflected in the monograph «Measures of Preliminary Protection for an Administrative Claim: Theory, Court Practice, Problems, Effectiveness» by M. Yu. Starilov. Attention is paid to the scientific discussion on the law of administrative proceedings, and some critical comments are presented.
