The article analyzes socio-theoretical and pedagogical origins of the principles of citizenship and their formation. In the light of the above, the content of the concept of ‘civilizing society’ and Dewey’s theory are discussed, the latter being the basis of modern interpretations of civil education. The analysis relies on current publications and media resources, which allows us to consider the practical implications of these theories in Russia and Germany from a new angle.
