In modern conditions, the most important factor of effective sustainable development of territories is their ability to switch to an economic model in which creativity and intellectual property are the main sources of growth. The success and speed of the transition to a new development trajectory depends on the involvement of local identity in this process, which plays the role of a pillar of territorial integrity. Taking into account the connection with the local identity, the authors analyzed the cases of creative clusters of cities of the Urals and Siberia. The authors have developed a typology of clusters, taking as a criterion the disparity in the significance of material and symbolic components that make up the local identity construct. Depending on the choice of a local strategy in achieving the goals of socio-economic development of territories, based on the selected groups, three models of creative clusters were proposed: conservation, transformation, and generation. The proposed concept may be in demand by regional and local self-government bodies, which are entrusted with the function of forming creative industries and local identity of the local society.
