The article considers the emergence of new political informal norms characteristic of post-industrial society and the role of State structures in this process. Civil and municipal servants are actively involved in the development of new informal political norms, which are linked to their professional activities. The reason is informal political norms - one of the tools of influence on the consciousness of citizens by the state, which remains today the main actor in the political arena of the country. The work also raises the question of the feasibility of studying the problem of learning new political norms by representatives of this social group. This is due to their functions in the State.
