The article deals with the features of the new instrument of structural adjustment of economy of regions of Russia - to the territories of the advancing social and economic development to which the part of one of the leading directions of the state economic policy for the future period. Special attention is paid to a research of methodological aspects of strategic management by the territory of the advancing social and economic devel opment in borders of the closed administrative-territorial formations of the Ural region.
