The relevance of research is highlighted by the lack of attention to the development of theoretical and methodological principles of metallurgical enterprise ferrous scrap supply, needed to improve the effectiveness of this activity in a rapidly changing environment. The subject of research is the metallurgical enterprise ferrous scrap supply system. As a theoretical base of research the basic principles of resource management in resource-based view are identified. Practical problems of the considered system caused by adverse changes in the environment are determined. Basing on observations the authors have formulated the necessity of addition of principles of resource management in the metallurgical enterprise ferrous scrap supply system by the principles of account of scrap collecting industry specifics, flexibility, complexity. Following these principles determines an increase in the effectiveness of system adaptation mechanisms to changes in the external environment and forms the basis for the development of methodological instruments for system management. Existing system management instruments are systematized in the context of consideration of the principle of complexity and the stages of scrap supply process where there is no effective management instruments are identified for the further development of them.
