The article clarifies the current definition of the main goals of energy policy in the context of globalization, namely, the necessity of providing lump-sum for achieving economic efficiency and socio-economic responsibility of the state in the sphere of protection of social interests. The perspective theoretical concept of functioning of the world economy on the basis of innovative management of both world and domestic power complex in the conditions of deficiency of resources and growth of ecological intensity is offered and reasoned.
