The start of the “All-Union Tour of Komsomol Members and Youth Around Sites of Military Glory” (1965-1987) is usually associated with the turn of the politics of memory to the Great Patriotic War of 1965. A detailed examination highlights new aspects of both the turn itself and regional differences. The campaign was announced: not for the Victory Day, but later in time, as a one-time action primarily for the young working people from 14 years old. The all-union scale came into conflict with the inequality of territories. It was very difficult for the regions located in the depths of the country to organize an expedition to the battlefields of the Great Patriotic War in a short time, and they "arbitrarily" reoriented themselves to the civil war. Tracing the dynamics of the initial stage on the regional matter, we find out significant gaps between the launch of the Campaign and its subsequent implementation, exposing the limits of centralized planning and control.
