This article analyses the main features of legislation of volunteering in the United States and Russia. The author evaluates the practice of regulatory volunteering in these countries from a sociological point of view. The article briefly describes the structure of legislation concerning volunteering and the content of legal norms. Finally it investigates social and cultural, economic and political context that defines their effectiveness.
