This article analyzes the problems faced in the functioning process of the regional offices of political parties and political movements in Russia. It identifies the capacity of regional offices in terms of political, economic and social crisis, their potential in finding and solving the problems of political and economic development, their abilities to develop a strategy of stable development of Russia and the Sverdlovsk region. The article considers expert assessments of the potential of modernization development in Russia and the regions through innovation, industrialization and import phase-out. It was revealed that the Sverdlovsk region due to geographical features has the potential to become a major logistic center, able to relate to Western Europe and the Far East. The research presented in the article showed that regional offices of political parties and political movements are capable of overcoming crisis conditions and sustainable development of Russia, combining all social groups to solve these problems. However, this process is still very slow. There are obstacles in the form of undeveloped parliamentary and political culture, a system of parliamentary and party political representation in the regions. There is no proper coordination of the activities of political parties at the federal and regional levels. The other problem is the underdevelopment of modern technologies for attracting the population in cities and towns to the work of regional and local offices of political parties and movements.
