The subject of this article is the water and energy resources` system in the Ural city-plant of the 18th century, which constitute up to the present time not only the basis of the planning structure of the city center, and the spatial identity basis of the place, but also an object of industrial heritage. The system-structural analysis helps to see the logic of the organization of the city-plant in direct connection with its water and energy resources. Spreading outwardly, this logic forms the skeleton of the settlement system of the industrial Urals. The authors are developing a of water and energy resources and objects of the industrial Urals, which helps to formulate proposals for actualization this heritage with maximum consideration of their specifics.
