The article embraces the features of the development of volunteer management in the Sverdlovsk region. The authors analyze the aspects of the impact of proactive state support for volunteers' activities, assess the management decisions of regional executives, the changes that occur in the volunteer community and the non-profit sector of the region. The article sums up the results of the study carried out in the case study strategy. The article proves that managerial decisions and adopted measures to promote volunteer initiatives contribute to the organizational mobilization of officials, and self-organization of proactive citizens is gradually replaced by organizational mobilization of the youth. The events taking place, as well as the regional information agenda, indicate that socially-oriented non-profit organizations seeking volunteer assistance and involving volunteers of various age groups are virtually excluded from networks of interaction in the regional administration of volunteerism. The study made it possible to identify two serious problems in the development of volunteerism itself with the current managerial decisions and initiatives. First, there is a gradual displacement of the meaning of volunteering - social, medical, cultural volunteering are being replaced by information-preventive and event-based. Secondly, one-time participation in volunteer actions begins to dominate over participation in volunteer activities on a project basis.
