The question of ensuring energy security in Russia at regional and international levels is discussed. For the assessment of regional peculiarities of the author's technique, there are examples of indicators, describing the principle of calculation. The diagnostic picture of regional status of the Ural and the Far East along the energy security is given; the main internal threats are identified. At the international level energy security interaction with foreign partners at various levels is analyzed, external and internal threats to Russia's energy security are pointed out. The developing projects Doctrine «Energy Security» and «Convention on ensuring international energy security» are observed, their disadvantages to ensure the energy security of Russia are underlined. The principles and mechanisms of regional and cross-country energy partnerships transformation are proposed, which allow creating effective mechanisms of regional and inter-country cooperation to ensure sustainable, mutually beneficial economic cooperation, to form a transparent information environment investment decision-making at the international level
