An opportunity of adequate decision making in management is described by means of establishing various levels of nonprogrammable execution of professional business processes. Level of nonprogrammable execution is determined by complexity of projecting, planning, controlling, checking and improving of professional business processes when products release. The quality of a business process of any level complexity is provided with a certain set of responsibility and authority of the process owner, requirements to efficiency and quality of the process results as well as a set of professional, social and psychological competences of the process owner.
