The article is devoted to the topological relation of forest (hyle) and a city. This is a type of «territorialization - deterritorialization - reterritorialization» relation (Deleuze - Guattari). A territory is constituted under the influence of social communication. The process of reproduction of conjointness occurs during the regular bodily interaction between people through certain social practices. In ancient Greece a city took some space from the forest, forming a favorable environment for creating a pure communicational area. Current ecological issues demand the reverse necessity - to green up cities with forests, meantime the efficient power of social network can be achieved by modern systems of electronic communication. Facilities installation and constructing “smart cities” is quite conceivable, taking into account huge spaces of the Russian woodland. Autonomic management implies participation of the residents in managing outdoor activities, the areal life and ultimately the city life. Moreover, the Internet actually substitutes a number of government agencies - postal service, banks, government itself and other bodies. These substitutions could be most appropriate in the setting of “forest” smart cities. The Internet leads to power substitution through the World Wide Web. A government cannot step back though, and its communication with people will suffer changes. That is to say, telecommunications facilitate the transition from centralized power to autonomous power of people.
