The article presents two cases from Brazil and Turkey, which are connected with the complex rehabilitation of historical and architectural heritage in cities. Based on the fundamental UN documents and the work of experts from different countries, the possibility of understanding the processes of degradation and rehabilitation in architecture from an axiological point of view, in connection with the rethinking of their design features, functions in an urban environment, historical and other values, has been proved.
